In Southern Africa, mines face the dual challenge of securing both mining rights and social acceptance from host communities, often termed the Social Licence to Operate (SLO) (Myeni, 2021). The difficulty with the social licence is that it is ambiguous by its very nature. While mining rights are clear and expectations are defined, community social expectations can vary drastically based on current political climate, environmental, cultural and other factors. Community expectations, though just, can vary widely, adding complexity to the issue, sometimes leading to claims of exploitation. While the Social and Labour Plan (SLP) provides a regulatory framework for social responsibility in mining, it falls short of addressing specific community needs (Cals, 2016) leading to the failure of many community development initiatives. It is this point that puts NSSA apart. Viewing the SLP in tandem with a comprehensive understanding of community dynamics is essential to create lasting and impactful development initiatives. While program designs may slightly vary across use cases, the fundamental stakeholder structure for community development initiatives typically includes the Project Owner, Training Management Company (TMC), and Host Communities
Project Owner:
The project owner, often also the project funder, operates in accordance with the mining charter and holds a vested interest in the development of their host communities. The project owner is responsible for providing financial support
Training Management Company (TMC):
As the project implementer, NSSA serves as your TMC, handling the research, design, and execution of all aspects of your community development initiative. We allocate the necessary resources for implementation, which may include both site-based and remote resources based on program design.
Host Communities:
Host communities are directly impacted by the presence and activities of the project owner. The project owner defines the boundaries of the area of impact.

During the foundational phases we establish the parameters and the constraints of our community development initiative, this typically includes Community Data Analytics, Identify Future Skills Need, Skills Program Design, and Project Budget Allocation.
Community Data Analytics: We gather and analyse data to fully understand community needs and characteristics. We do this with our MyAlly management platform that has specifically developed for this task. We gather and verify data from your host communities to create a full picture of your community. The intelligence gathered during this phase will form the foundation of our community development program design.
Identify Future Skills Needs: We help to define the types of skills that will be required in the short and medium term for both primary mining activities and the planned projects environment. Community development goes beyond employment on the mine; it's about locally developing skills to ensure availability for all future activities, including projects and downstream economic activities.

While the composition may vary between projects, it generally includes a management team, ETQA specialist, administrators, facilitators, assessors, and moderators. This team is stationed on-site full-time throughout the initiative.

Context of Community Development in South Africa.
A host community is a community/village/town, or any other settlement directly affected by the presence and activities of a mining company. The relationship between mining companies and host communities is crucial, as the operations can have significant impacts on the local environment, economy, and social structures. Mining operations present not only opportunities but also avenues for transformative change within these communities. Despite the industry's potential to uplift, it's crucial to recognize that host communities often grapple with persistent challenges such as unemployment and poverty. This underscores the complexity of the relationship between mining operations and the communities they serve. The cost of strained relations is immeasurable, potentially leading to operational disruptions that impact both parties.
How Big is the Problem?
In 2020, host communities within the mining sector were home to over 5.4 million people, representing more than 10% of the national population (Cole & Broadhurst 2020). Despite the sector contributing 7.2% to South Africa's GDP, employing 456,438 individuals with an annual salary bill of R134.4 billion (USD 9.2 billion), unemployment in these communities surpasses 60% (Amos et al. 2018). This has fuelled dissatisfaction, leading to a significant increase in adverse community activities in 2023, causing disruptions. Recent studies reveal that while 80-90% of the mining sector's workforce is local, this only scratches the surface of potential opportunities. The concentration of benefits among skilled individuals leaves a substantial portion of the broader communities without adequate economic prospects. While communities (in general) acknowledge that mining companies are employing local, the expectation for upliftment for potential opportunities in the greater local economic environment still exists.
